FBR orders officers to declare assets by Oct 30
Grade 17 and above officers must submit income and asset details through an online portal under Section 15-A of the Civil Servants Act.

The Federal Board of Revenue has ordered all officers in grade 17 and above to file their income and asset declarations through a new online portal by October 30, according to an FBR circular cited by ProPakistani. The directive applies to civil servants in BPS 17 and above across the federal government.
The new digital system replaces the existing manual process for submitting income and asset declarations. The move follows instructions from the Establishment Division under Section 15-A of the Civil Servants Act, 1973. The directive requires eligible officers to complete the declaration process within the given deadline.
According to the FBR circular, the Establishment Division is working with the FBR to digitise the submission, verification and publication of income and asset declarations by civil servants in BS 17 and above. The system is being implemented under Section 15-A of the Civil Servants Act, 1973 and Rule 12 of the Civil Servants (Conduct) Rules, 2026.
To create an account on the FBR portal, officers are required to provide their name, designation, an active email address, mobile number and CNIC to their respective cadre administrator. The Establishment Division has directed officers to use personal email addresses that will remain unchanged even if they are transferred to different official postings. This is to ensure that notifications reach officers regardless of their current posting.
Once the account is created, the FBR will notify the concerned officer through email, SMS or another designated communication channel, the circular states.
The digitisation follows amendments to the Civil Servants Act approved by Parliament in June 2025. Those amendments require officers in BPS 17 to 22 to file asset declarations digitally and make them publicly accessible, with safeguards for sensitive personal information. The Establishment Division formally moved ahead with the system on September 16, requiring grade 17 and above officers to submit their declarations online through the FBR portal.
Business Recorder, which also carried the story, reported the same October 30 deadline for asset declarations. The Establishment Division issued its directive on September 16, leaving officers about six weeks to complete the process before the deadline.
