HEC attests 139,021 documents online since May launch

The Higher Education Commission has processed 73,146 degree attestation cases covering 139,021 academic documents through its paperless online system since the service began on 11 May 2026, according to figures carried in official documents and reported by the Associated Press of Pakistan and ProPakistani.

Under the system, graduates can obtain digitally attested degrees without visiting an HEC office or submitting their original documents. Applicants complete the process online and download electronic certificates from their HEC dashboards, ProPakistani reported.

Employers, educational institutions and other stakeholders can verify the certificates through the commission's official verification portal, the outlet reported, so a document can be checked without handling paper copies.

The commission says the service is meant to simplify attestation for graduates who need verified credentials for employment, further education and other professional or administrative purposes. ProPakistani described the figures as reflecting the scale of the initiative as the commission moves towards paperless service delivery.

Both reports carried the same totals (73,146 cases and 139,021 documents) and presented them as the count from the launch up to the latest available figures. Neither report quoted an HEC official by name; the numbers were attributed to official documents.

Neither gave a provincial breakdown of applicants, an average processing time, or a comparison with the volume of attestations handled in person before the online service started. The reports also did not say whether physical attestation counters have closed or whether in-person service continues alongside the online system, and gave no fee structure for the digital process.

Degree attestation is a routine requirement for graduates applying for jobs, higher study and overseas employment or visa procedures. HEC is the federal body for the sector and handles attestations for applicants from across the country, including Gilgit-Baltistan and Azad Kashmir, for whom travel to Islamabad or a provincial centre was previously part of the process.
