A district and sessions court in Islamabad on Monday issued a show-cause notice to the chairman of the Capital Development Authority and directed him to appear in person at the next hearing of a case about enforcing a decree issued in 2000.

Civil Judge Nasiruddin heard the matter, titled "Muhammad Rashid versus Chairman CDA", the Associated Press of Pakistan reported. According to APP, the court had earlier issued arrest warrants in the case. The report did not set out the terms of the 2000 decree, name the CDA chairman, or give the date fixed for the next hearing.

In a separate case at the same Islamabad court on Monday, a show-cause notice was issued over an allegedly fake transaction receipt submitted in a Rs5 million fraud case involving national wrestler Athar Zahid, APP reported. The court summoned the station house officer of Shalimar Police Station for the next hearing. The report described the case as involving Zahid without specifying his role in it.

Separately, the National Accountability Bureau's additional director Ziaullah Khan Toru was taken into custody after Special Judge Central Humayun Dilawar rejected his pre-arrest bail application at the anti-corruption court in Islamabad, ProPakistani reported.

The case was registered by the Federal Investigation Agency's anti-corruption circle in Islamabad through Assistant Director Shahid Ilyas Khan, according to the report. FIR No. 50/2026 alleges that Toru misused his position as a public servant at NAB and obtained unlawful financial benefit through deception and dishonesty.

The FIR alleges that he set up Universal Mining (Private) Limited in 2012 with Chinese nationals Fei Zhao, Yinchi Deng and Yongjian Tang; established Pakhtunkhwa Mines in his wife Uzma Zia's name in 2015 and obtained two mining leases in North Waziristan; and concealed interests in Ismat Marble Factory, Ziaullah Toru Construction Company and Kamal Concrete. It also accuses him of accumulating assets beyond his known sources of income and of submitting two MBA degrees in marketing, from Preston University institutions in the United States and Karachi, that carried the same registration number and were not recognized.

The case was registered under sections 420, 468, 471, 409, 168 and 109 of the Pakistan Penal Code, read with section 5(2) of the Prevention of Corruption Act.

ProPakistani also reported allegations that Khan was removed from the inquiry after the case was registered, and that Toru used his influence to secure the investigator's transfer. The report said no official explanation had been given for the removal and offered no independent evidence of interference. Investigations are continuing.
