CDA orders sealing of Bahria Enclave offices in Islamabad

The Capital Development Authority (CDA) has ordered action against Bahria Enclave Housing Scheme in Zone IV of Islamabad, including the sealing of its marketing and site management offices, over alleged unauthorised expansion, violations of the approved layout plan and encroachment on authority land.

According to a letter issued by the CDA's Directorate of Regional Planning, the layout plan for Bahria Enclave-I was originally approved for 12,543 kanals, but the scheme later expanded to more than 18,000 kanals. The authority alleged that development work, sale and purchase of plots, and construction of buildings were carried out on land without approval of a revised layout plan, NOC or building plans.

The CDA said Bahria Town (Pvt) Ltd had been directed in March 2025 and March 2026 to stop development in unapproved areas and submit a revised layout plan, but work continued. It also said the stipulated period for completion of the housing scheme had expired and the required completion certificate process had not been undertaken.

The authority listed several alleged violations: land reserved for a park was converted to commercial use; an unauthorised access road was built connecting Old Kuri Road to the scheme; and two different layout plans exist in official records with a difference of more than 200 kanals in areas allocated for parks, playgrounds and green spaces. TechJuice reported that Bahria Town had given a 2012 affidavit to construct two link roads, including a 3.5-kilometre Jinnah Avenue Link Road to Kuri Village, which the CDA says has not been built.

The CDA said a final show-cause notice was issued on September 9, 2026, and Bahria Town responded on September 15, but the response was not found credible on factual and logical grounds. The authority has now directed its Directorate of Enforcement to seal the New Bahria Head Office, the Business District marketing office and site offices in Bahria Enclave, and to proceed against illegal constructions and structures in accordance with law.

The Islamabad Electric Supply Company (IESCO) and Sui Northern Gas Pipelines Limited (SNGPL) have been directed to provide utility connections only in accordance with the approved layout plan and sanctioned building plans.
