The National Assembly Secretariat has disallowed a question by MNA Engineer Hamid Hussain on the prolonged closure of roads in Kurram district, including the route to Parachinar, and the Majlis Wahdat-e-Muslimeen parliamentary leader has asked the Speaker to reconsider the ruling.

Hussain said the Secretariat informed him that Question No. 7, submitted on 21 August 2026 for the 30th session of the Assembly, had been disallowed by the Speaker under Rule 78(g) of the Assembly's Rules of Procedure. Minute Mirror reported his protest.

The question was addressed to the Minister for Interior. It sought an explanation for the continued closure of roads connecting Kurram district, particularly Parachinar, and asked what the federal government was doing to restore law and order and uninterrupted movement for residents.

Hussain said the closures have hit patients trying to reach hospitals, students unable to travel, traders losing money and families cut off from essential services. Access to healthcare, education and trade has suffered, he said, and the matter needs urgent government attention.

He argued that Parliament should be able to question administrative decisions that bear directly on citizens' constitutional rights and freedom of movement, and that procedural rules should not stop the House discussing an issue of public importance affecting thousands of people.

The MNA questioned how restrictions on movement could be defended while elected representatives were prevented from asking about their consequences.

He urged the Speaker to allow the question to be raised, and said the federal government must explain why the roads remain closed, what steps it is taking and when residents can expect normal movement to resume.

"Parliament is the foremost forum for representing the voice of the people and safeguarding their constitutional rights," he said.

He asked where affected citizens should seek justice if their grievances cannot be raised in the House, and called for greater accountability and parliamentary oversight of the closures.
