The Capital Development Authority has ordered that no plot file be sent for verification without the prior approval of the Director General Land and Estate, under instructions issued to its officers by Member Estate Muhammad Zaman Watto.

Watto barred officers from starting a check on a file's authenticity unless there are solid grounds for doing so. TechJuice reported that the aim is to stop unnecessary verification, which it said has long held up citizens' cases.

The instructions also cap the time a file may lie at any desk at three days.

Applications for No Objection Certificates are to be disposed of within a fixed period. The reports did not give the number of days.

The Director General Land and Estate has been told to fix a time limit for each stage of the verification process and to issue a formal notification setting them out.

The CDA is the capital's development authority and its land regulator. Allotment, transfer and NOC work on its plots passes through the land and estate wing, and the verification stage sits between a file holder's application and the disposal of the case.

ProPakistani also carried the decision, headlined as new rules for Islamabad plot file verification. The reports did not say when the Director General Land and Estate will issue the notification, which will set the deadlines the officers are now working to.

The instructions were reported by TechJuice on Thursday.

How the reports differ

ProPakistani led on the announcement itself, describing the decision as new rules for plot file verification in Islamabad, and the report available to this desk did not name the official who issued the instructions or give the timelines. TechJuice named Member Estate Muhammad Zaman Watto, reported the bar on starting verification without solid grounds, the three-day limit at any desk and the fixed period for No Objection Certificate applications, and said the Director General Land and Estate has been told to notify a limit for each stage.
