UN Security Council adopts Pakistan-initiated statement on wartime diplomacy
The Foreign Office says the presidential statement builds on resolution 2788, adopted in July 2025 under Pakistan's council presidency, and urges mediation once fighting starts.

The United Nations Security Council adopted by consensus on Thursday a presidential statement on "The Role of Diplomacy during Active Hostilities", initiated by Pakistan, the Foreign Office said.
The Ministry of Foreign Affairs, in a statement issued in Islamabad, described the adoption as an important contribution by Pakistan to the council's thematic work on international peace and security.
Presidential statements are agreed by all 15 council members and set out the body's collective position. Unlike resolutions, they are not legally binding.
According to the Foreign Office, the text holds that diplomatic engagement must continue after hostilities have begun. It names mediation, good offices and keeping channels of communication open as the means, with the aim of facilitating ceasefires and promoting durable political settlements.
The statement builds on resolution 2788 (2025), which the council adopted unanimously in July 2025 during Pakistan's presidency of the body. The new text concentrates on the period after fighting is under way and reaffirms that diplomatic effort has to continue at every stage of a conflict.
The Foreign Office called it a substantive addition to the council's existing body of work, saying it draws together established principles and experience from different conflict situations into a single thematic framework.
"It provides an important collective political reference point for the Council's continued engagement in promoting de-escalation, facilitating dialogue and advancing peaceful and sustainable political solutions," the ministry said.
Pakistan holds a non-permanent seat on the council for the 2025-26 term. The Foreign Office said the adoption reflected Pakistan's commitment to multilateralism, dialogue and diplomacy, and its constructive contribution to the maintenance of international peace and security.
The ministry's statement did not name individual conflicts in its account of the adoption.
