The Federal Board of Revenue has revised the valuation of immovable property in Abbottabad and in rural areas of Islamabad Capital Territory, issuing two notifications dated November 5 that replace an earlier schedule and change the basis on which rural capital territory land is assessed.

Business Recorder reported that the Abbottabad rates are set out in SRO 2060(I)/2026, which determines fresh fair market values under Section 68 of the Income Tax Ordinance, 2001, and supersedes SRO 1679(I)/2024 of October 29, 2024.

Residential open plots in Main Bazar, Sadar Bazar, Jinnah Masjid Bazar, Sarafa Bazar, Gurdwara Gali and Kutcheri Road are now valued at Rs1.25 million per marla. Abbottabad Bazar is set at Rs970,000 per marla and Iqbal Road at Rs800,000 per marla.

Commercial open plots carry higher rates. Main Bazar and adjoining specified areas are valued at Rs5.8 million per marla, Abbottabad Bazar at Rs4.4 million and Mansehra Road, from Fawara Chowk to MianGi Hotel, at Rs4 million per marla.

Jinnahabad is valued at Rs3.1 million per marla. Havelian Bazar and Nathia Gali Main Road are set at Rs3 million, while College Road Mandian, Old College Road Mandian, Comsats Road, Murree Road and Changla Gali are at Rs2.5 million per marla.

Constructed buildings are assessed by age, on top of the land rate. A property up to five years old is valued at Rs2,000 per square foot, one between five and ten years old at Rs1,000 per square foot and one older than ten years at Rs500 per square foot. The notification states that these amounts are added to the applicable land or property valuation rate.

The second notification, SRO 2061(I)/2026, amends SRO 644(I)/2026 of April 16, 2026, which covered immovable property in rural areas of the capital territory. Valuations there will now be determined by the latest rates issued from time to time by the Additional Deputy Commissioner (Revenue) and District Collector, Islamabad.

Business Recorder reported that the amendment was issued under Section 68(4) of the Income Tax Ordinance, 2001. The News also carried the revision, in a headline and standfirst that did not include the rate schedule.

How the reports differ

Business Recorder carried the full schedule of new rates, listing per-marla values for named bazaars and roads in Abbottabad and the age-based rates for constructed buildings. The News reported the same revision in a headline and standfirst, without any of the notified rates. Business Recorder alone tied the rural Islamabad amendment to Section 68(4) of the Income Tax Ordinance, 2001.
