KP governor's adviser accuses Fazlur Rehman of fraud over Mufti Mahmood Centre
Samar Haroon Bilour says Libyan money built the Peshawar Ring Road complex while ownership records list the property under the JUI-F chief's own name.

Samar Haroon Bilour, information adviser to the Khyber Pakhtunkhwa governor, alleged on Tuesday that JUI-F chief Maulana Fazlur Rehman obtained Libyan funds to build the Mufti Mahmood Centre on Peshawar's Ring Road and that the property is registered in his name. The claims put the centre's ownership, funding and land compliance under provincial scrutiny.
Bilour said documents had surfaced on the land acquisition and financial arrangements for the complex. She alleged that Libyan money was used for construction while official ownership records list the property under Fazlur Rehman's personal name. Provincial authorities are investigating the legal standing of the complex, Daily Times reported.
ARY News reported that Bilour said about 79 kanals of land for the property were purchased in 2003. She said a perimeter enclosure made of a light-metal frame had been built around the centre and that it extends into the 52-foot setback area along the Ring Road, inside the government's designated right-of-way.
Bilour said municipal authorities issued formal encroachment notices to the centre's management in 2019 and a fresh notice in May 2026. She urged law enforcement agencies to act against unauthorised development along main transit corridors and said government land should be retrieved from private possession regardless of political influence. Provincial bodies are compiling land boundary surveys along the Ring Road, and municipal enforcement teams are preparing for possible anti-encroachment operations, according to Daily Times.
Minute Mirror reported that Bilour also raised concerns over the provincial government's audit report for fiscal 2024-25. She said the report flagged issues involving billions of rupees in public funds, including expenditures that could not be verified and financial entries exceeding the budget approved by the Provincial Assembly, and cited expenditures worth Rs72.46 billion.
Daily Times reported that Bilour claimed Hadi Patang, a close associate of Suhail Afridi, absconded after allegedly receiving billions of rupees for illegal postings and transfers. She said provincial authorities had alerted law enforcement agencies to investigate money laundering and administrative bribery, and that transfer records were being reviewed.
JUI-F representatives were expected to address the property ownership and encroachment claims in media statements, Daily Times reported. No JUI-F response was carried in the published reports.
How the reports differ
Daily Times led on the fraud allegation against Maulana Fazlur Rehman and alone carried Bilour's claims about Hadi Patang, Suhail Afridi and illegal postings and transfers. ARY News alone supplied the property figures, reporting that about 79 kanals were bought in 2003 and that the enclosure extends into the 52-foot setback on the Ring Road. Minute Mirror led instead on Bilour's concerns about the provincial audit report for 2024-25, citing Rs72.46 billion in expenditures, and its published report did not carry the Mufti Mahmood Centre claims.
